Emma Israel

Emma Israel was a consultant with the U.S. Immigration Policy Program at MPI. She previously worked in immigration legal services as a paralegal at Kids in Need of Defense (KIND) and served in AmeriCorps with Project Citizenship.

She holds a master’s degree from the Lyndon B. Johnson School of Public Affairs at the University of Texas, where she focused on humanitarian migration and the U.S.-Mexico border. She also holds a bachelor’s degree in politics from Bates College.

This report chronicles the 472 administrative changes enacted during this four-year period—ranging from COVID-19 response measures and immigration enforcement, to humanitarian protection, travel bans, legal immigration and DACA changes, and more.
