Julianne Piper

Julianne Piper is a Research Fellow and Project Manager with the Pandemics and Borders Project, and a Research Fellow with Pacific Institute on Pathogens, Pandemics, and Society (PIPPS). She is pursuing a PhD in health sciences at Simon Fraser University (SFU). Her research interests include global health governance, health security, and development.

Ms. Piper holds a master’s degree in international affairs from the Graduate Institute of International and Development Studies, Geneva, and a bachelor of arts in international relations from the University of British Columbia (UBC). Prior to joining SFU, she worked in program management at UBC’s School of Public Policy and Global Affairs and as a Research Officer for the Global Health Centre at the Graduate Institute in Geneva.

Although nearly all countries adopted travel measures during the COVID-19 pandemic, national approaches have varied considerably and often been controversial. In many cases, decisionmakers failed to clearly communicate the rationale for using certain measures. This report looks at how governments and international organizations approached travel-related risk analysis, and what it would take to do this more strategically in future public-health emergencies.
