Kelley Lee

Kelley Lee is Professor and Tier 1 Canada Research Chair in Global Health Governance in the Faculty of Health Sciences at Simon Fraser University (SFU). She is also Scientific Co-Director of the Pacific Institute on Pathogens, Pandemics, and Society (PIPPS), heading its Pandemics and Borders Project, which analyzes the use of travel measures during the COVID-19 pandemic. Her research focuses on collective action to address transboundary health risks, including major infectious disease outbreaks. She also studies the commercial determinants of health.

Previously, Dr. Lee was Professor of Global Health Policy at the London School of Hygiene and Tropical Medicine (LSHTM), where she co-directed the WHO Collaborating Centre on Global Change and Health. She also led the Global Tobacco Control Research Program at LSHTM and SFU, which secured and conducted extensive analyses of internal tobacco industry documents.

She is a Fellow of the UK Faculty of Public Health, Canadian Academy of Health Sciences, and Royal Society of Canada. She has published 15 books as well as more than 200 papers and 60 book chapters, including the Oxford Handbook of Global Health Politics (co-edited with Colin McInnes and Jeremy Youde, 2020).

Although nearly all countries adopted travel measures during the COVID-19 pandemic, national approaches have varied considerably and often been controversial. In many cases, decisionmakers failed to clearly communicate the rationale for using certain measures. This report looks at how governments and international organizations approached travel-related risk analysis, and what it would take to do this more strategically in future public-health emergencies.
