Paul De Sa is a partner with Quadra Partners, a telecommunications consulting firm. Previously, as head of the Federal Communications Commission (FCC) Office of Strategic Plans and Policy Analysis, Mr. De Sa participated in writing the U.S. National Broadband Plan. He also advised numerous companies and financial firms on issues related to telecommunications as a consultant with McKinsey & Co. and as an analyst with Bernstein Research.

This policy brief draws on the model of national broadband plans to propose a blueprint for improving the connectivity of refugees and host communities around the world.
