Some of the strictest COVID-19 pandemic-era limits on human mobility occurred in the Asia Pacific region. Border closures started in East and Southeast Asia in early 2020 and quickly spread through the entire region, in some cases remaining in place for more than two years. This report examines the approaches countries took and reflects on the immense costs and benefits of using border measures to tackle public-health risks.
The COVID-19 pandemic’s impacts on mobility in the Middle East and North Africa were immediate and wide-reaching. These include the world’s largest and most sustained repatriation efforts for stranded migrants, halted and reversed irregular journeys, and a reckoning with some countries’ reliance on foreign labor. Fifty years after the birth of the Philippines' strategy to use emigration as a tool for development, the government is doubling down on labor migration. Since the early 2010s, unauthorized migration from Guatemala to the United States has risen dramatically. Huehuetenango, a department in Guatemala’s Western Highlands, is among the top sources of this emigration. This study examines the patterns and drivers of emigration from Huehuetenango, as well as potential strategies to address push factors and create alternatives to irregular migration.
Europe has announced it will launch a set of Talent Partnerships, combining new mobility schemes for workers or students with related investments in capacity-building in partner countries. As the details are being hammered out, this MPI Europe policy brief explores how and under what conditions these partnerships could help meet European labor market needs and provide tangible benefits for partner countries and migrants themselves.
